HAMPTON — The Pentagon is preparing to spend more than $50 billion developing and deploying a hypersonic missile that the Army and Navy share, but a new federal review found the services still lack a comprehensive strategy for coordinating the programs, production lines, testing and host platforms required to field it.
The Government Accountability Office said the fragmented approach is contributing to delays, production problems and inefficient investment. The Navy is already 24 months behind modernizing its three Zumwalt-class destroyers for the Conventional Prompt Strike missile. Shipboard flight testing, originally expected in 2025, has moved to 2027, while the missile production line can currently produce only six or seven rounds annually against a goal of 12. The average estimated missile cost had risen to approximately $67 million as of April.
That warning comes as NASA leadership is making a different but related case in Hampton.
“Langley should be a hypersonics center of excellence,” NASA Administrator Jared Isaacman said during a January visit, arguing that the agency should modernize and concentrate more hypersonics resources at NASA Langley Research Center. NASA has since issued a request for information seeking development partners for land at Langley that could support hypersonics and other national aerospace priorities.
But the strongest argument for Langley is not based on the research center alone.
It is based on geography.
NASA Langley sits inside a Virginia defense corridor that already contains much of the infrastructure needed to move hypersonic technology from laboratory research to weapons integration, fleet support and testing over the Atlantic Ocean.
The pieces stretch from Naval Surface Warfare Center Dahlgren Division in Northern Virginia through NASA Langley, Naval Weapons Station Yorktown, Naval Station Norfolk and Dahlgren’s Dam Neck Activity in Virginia Beach, which overlooks the Virginia Capes Fleet Operations Area.
What is missing is the organization that connects them.
From the wind tunnel to the fleet
NASA Langley would provide the foundational science.
The center’s Langley Aerothermodynamics Laboratory operates three hypersonic tunnels supporting aerodynamic, aeroheating and flow-physics research at Mach 6 and Mach 10. Its 8-Foot High Temperature Tunnel can reproduce flight conditions from Mach 3 through Mach 6.5 and accommodate large thermal-protection and propulsion models. NASA describes it as the nation’s largest hypersonic blowdown test facility.
Those facilities allow engineers to examine the problems that make hypersonic flight so difficult: extreme heating, unstable airflow, propulsion performance, material degradation and the interaction between a vehicle’s shape and its surrounding atmosphere.
Dahlgren provides a different capability.
Since 2016, the Naval Surface Warfare Center division has conducted integrated air and missile defense analysis involving hypersonic threats. Its strategy calls for Dahlgren to serve as the Surface Navy’s lead for offensive and defensive hypersonic weapon-system integration. Its work includes combat systems, fire control, sensors, threat analysis, platform integration and the connection of weapons to the broader military “kill chain.”
Dahlgren is also developing a Hypersonic Integration and Test Facility intended to support hardware-in-the-loop analysis, terminal-effects testing, aerosciences and performance reconstruction. The center says it plans to expand its broad-ocean testing capabilities and support hypersonic demonstrations, at-sea testing and integration aboard naval platforms.
Langley and Dahlgren therefore should not be treated as competing research centers.
Langley can analyze how a hypersonic vehicle flies, heats, maneuvers and survives. Dahlgren can determine how the weapon connects to sensors, combat systems, ships, fire-control networks and operational missions.
The two organizations address different sections of the same development pipeline.

Norfolk connects the program to the operational Navy
The corridor continues into Hampton Roads.
Dahlgren Division operates its Dam Neck Activity in Virginia Beach overlooking the Virginia Capes Fleet Operations Area. The Virginia Capes operating area is among the existing Navy areas identified as potentially supporting Conventional Prompt Strike flight-test activities in the Atlantic.
A Navy environmental review for future Conventional Prompt Strike flight testing also specifically identifies Naval Station Norfolk and Naval Weapons Station Yorktown as logistical and operational support locations for the program. Such support can include vessel fueling and maintenance, ordnance handling, range operations and management of testing assets.
That is an important distinction.
Naval Station Norfolk is not being proposed as a hypersonic missile range. Its value is as an operational fleet node capable of supporting ships, crews, maintenance, logistics and test operations connected to activity farther offshore.
Naval Weapons Station Yorktown provides another nearby Navy installation on the Peninsula, close to NASA Langley and positioned to support weapons handling and test logistics. Dam Neck links Dahlgren’s technical workforce to the Atlantic operating area. The Virginia Capes provide the sea and airspace needed for operational activity beyond what can be reproduced inside a wind tunnel.
Together, these assets create the outline of a research-to-range system:
NASA Langley: aerodynamics, propulsion, thermal protection, structures, materials and ground testing.
Dahlgren: weapons integration, combat systems, fire control, digital engineering, terminal effects and offensive and defensive hypersonics.
Yorktown and Norfolk: logistical, ordnance, vessel and operational support.
Dam Neck and the Virginia Capes: fleet-facing integration and access to Atlantic operating areas.
The Pentagon’s challenge is that these capabilities belong to separate agencies, commands and budget structures. The GAO report suggests that the same fragmentation affecting Army and Navy missile investment could prevent the federal government from using this Virginia infrastructure as a unified national asset.
What a Langley center should actually do
Designating Langley as a hypersonics center of excellence would accomplish little if it resulted only in a new name, a conference and another collection of research agreements.
The center should be created as the headquarters of a National Hypersonics Integration and Test Enterprise connecting NASA Langley, Dahlgren and the Navy’s Hampton Roads installations.
It should not replace Dahlgren or attempt to manage missile procurement. Instead, it should create the technical backbone that allows the Army, Navy, NASA and contractors to work from common engineering data and a coordinated testing strategy.
The enterprise should have several defined responsibilities.
First, it should establish a shared digital engineering environment covering the missile, glide body, launch systems and host platforms. Army launchers, Zumwalt destroyers and Virginia-class submarines have different requirements, but they employ versions of the same missile and share production infrastructure. GAO found that the services continue to make many investment decisions separately despite those dependencies.
Second, Langley and Dahlgren should jointly manage a national ground-test schedule. Langley would lead aerodynamics, aeroheating, propulsion and materials testing. Dahlgren would lead combat-system integration, hardware-in-the-loop evaluation, terminal-effects work and platform-specific testing.
Third, the Navy should formally connect Naval Station Norfolk, Yorktown, Dam Neck and the Virginia Capes to the strategy. That would ensure that ground testing and modeling are informed by sailors, fleet operators, weapons handlers, ship maintainers and range personnel before expensive flight-test vehicles are launched.
Fourth, NASA’s proposed development district at Langley should be used to attract secure facilities for companies working in thermal protection, advanced materials, propulsion, sensors, guidance systems, digital engineering and specialized manufacturing. The district should be built around identified federal testing and production gaps, rather than treated as a conventional technology park.
Finally, the enterprise should maintain a single portfolio dashboard tracking test availability, missile-production defects, engineering changes, platform integration, costs and schedule risk across the Army and Navy programs.
Virginia’s role should be practical
Virginia should not respond by forming another ceremonial commission or launching a branding campaign around a “hypersonics corridor.”
The state’s role should be to finance site preparation, secure facilities, university partnerships, workforce programs and infrastructure that the federal government will actually use.
Virginia should also organize NASA Langley, Dahlgren, the Navy, the University of Virginia’s hypersonics researchers, Virginia Tech and the state’s defense industry around a single federal funding and legislative strategy.
The objective should be clear: secure formal Pentagon recognition and sustained program funding for an integrated Virginia testing and engineering enterprise.
This is not simply an economic-development opportunity. The GAO has identified a national acquisition failure involving one of America’s most expensive and strategically important weapons programs.
Virginia already has the scientific research at Langley, the weapons expertise at Dahlgren, the fleet infrastructure in Norfolk and Yorktown, and access to Atlantic operating areas through Dam Neck and the Virginia Capes.
The federal government does not need to invent another hypersonics ecosystem.
It needs to connect the one that already exists.
